Are dropouts just a form of regularization?
Is dropout more about creating a robust network, or does it have something to do with fitting the data?

Dropout is an extreme form of regularization. It makes your network very robust, since it makes every neuron to train independently, rather than all working together in a group. It also makes the neurons of the network more robust too, since for every neuron, it only relies on a relatively small set of neighbouring inputs.
In addition, if you look at the training loss function, you can see that the weights are multiplied by a factor (the dropout rate). You can see this in the Softmax Loss section on Wikipedia.
Since dropout is a kind of regularization, you can use it together with any kind of regularization you like. The main thing is to keep the dropout rate (the value you multiply the weights by) small, since a higher dropout rate will hurt the model more than help it. You can check this section from a gradient descent perspective.
As far as I know, dropout is not about fitting data. This is true for any regularization method. It’s about having a more robust model.
