The article detail something that many Americans might find surprising that China is investing heavily in coal around the world, even going so far as to build the coal sector from scratch in a variety of developing countries. If these countries were to use some kinds of policy tools, whether it be pricing the externalities of coal, and public health I think is chief among them, but work absenteeism is part of that kind of longer term economic prospects. The ability to really move your country into middle income and beyond, I think its not the appropriate or wisest approach to use the energy sources of the past rather than the energy sources of the future. We have this opportunity to do this kind of build. And so finding ways, whether its through valuing those externalities and inputting that into your decision making processes, or having more top-down approaches that will put some standards on how many renewables and what percentage of gas youll use, what percentage of hydro, et cetera, in your energy mix, can also lead to some curtailment of that on-boarding of coal.
But thats more to do with securing sustainability rather than just combating absolute power and dealing with these kinds of broader energy needs. So I think that, yes that China is investing, and I think this goes back a long way, and there was a point towards the end of the second millennium in terms of, which some of the early commentators referred to, of what we would characterise as a second century of Chinese global power, when in 2006, for example, I think it was a US-China summit, that China set a goal to double its installed power capacity by 2050, which of course is then up for renegotiation as well, but that in the end, as a kind of canary in the coal mine, every time they said they would build such a capacity, they were able to actually do it. But it was indeed, I think its not just since 2010, but its also since 2006, that China has been looking at the global picture and saying, well, when we talk about 2050, what does that mean for us, and what does that mean for the market? And what does that mean for our geopolitical interests.
And of course, one of the things I find interesting is that this has been a green infrastructure play for several years. There was a World Bank policy document, a new policy document in fact from the World Bank released about a year ago, which called on financiers to step up and offer finance to build infrastructure projects that will, as they say, leave a legacy. I think theyre pretty vague in how they define that that legacy, but in terms of how far that goes, it seems to be far less than one might expect from a private sector venture, and it seems to be more of a green infrastructure play.

Its also important to understand that Chinas state led investment in the countries where its building its coal fired power plants, so the last question that I have is, do these activities, as you raised the issue of their neighbors and some of the risks that they might pose and the international goals that they are seeking in the energy sector, do these risks and the uncertainties that you mentioned create, if they do, so far, I might add that its often easier to predict an economic crisis or a famine than it is to predict who is going to be the generation of the next generation of power in China. So, if there were any such risks, has Chinas trade and investment program actually mitigated those risks?
