Internet service provider

Companies that provide Internet service to a consumer, also called ISPs, employ many different techniques in order to customize Internet service to individual subscribers.

Some ISPs provide Internet services through the use of the Internet protocol suite over leased access circuits. Others are high-speed interexchange carriers that lease access from other ISPs. Some ISPs purchase dedicated lines to ISPs for the provision of services, especially email and general Internet access. Others lease Internet access circuits to Internet Service Providers (ISPs) or customers.

Conditions of service

Some ISPs do not permit the use of P2P applications, that is, applications that allow peer-to-peer file sharing. They may include these types of activities as the use of P2P applications is believed to reduce the bandwidth available to other users of the network, or to make the network unavailable to others. P2P activity may be monitored by ISPs, or by their agents, especially when a subscriber is suspected of sharing copyrighted material.

Many ISPs terminate service or limit it to access websites considered “high bandwidth” (i.e., large downloads, small uploads), or selectively allow access only to high-priority websites such as news websites, stock-market websites, news websites and personal websites or to “high-bandwidth,” high-bandwidth video, audio or graphic websites, to increase speed. Often, subscribers are charged more than average for such services. In addition, the ISP may drop from its customers’ line speeds to, perhaps, a lower rate to discourage abuse.

ISPs often employ content filters to block access to objectionable content or blocking objectionable content based on customer request.

Pay-for-performance

A pay-for-performance deal is a situation in which an ISP is paid by an email or content provider, in exchange for their agreement to block access to websites that include objectionable content or linking to objectionable content, such as pornography. Critics argue that this reduces the choice made by the public and imposes arbitrary restrictions on content. In February 2009, the U.S. Federal Communications Commission proposed rules to require all internet service providers to honor network traffic in a way that will make it impossible for an Internet content provider to direct a computer user’s online activity to an unapproved destination.
